The Obama era rule forced single, small, and up to medium sized carriers to have a new device installed in each tractor or truck that hauls for commerce. This means that any one who hauls a trailer that has a gross vehicle weight rating of 10,001 pounds or more is now subject to this rule. This ruling will devastate time sensitive freight for Hot Shot Auto Transports. It will further in-cress rates as auto carriers will not be able to deliver the levels of service as before December 2017.
WHAT IS AN ELD ?
These are devices that are permanently hooked into the computer of each tractor trailer or truck. These devices record every aspect of the day to day operation of each truck on the road that are under Federal Hours of Service (HOS). These devices are equipped to handle logs electronically but also deliver data about the truck to authorities.
During the operation of such equipment the driver is required to drive 11 hours in a 14 hour period, and must complete all of his/her work during this period. This forces drivers to be unsafe during there work periods due to being forced to drive during hours that they normally would be sleeping and / or driving. Unfortunately, these devices appear to be here to stay. Although, OOIDA has requested from the FMCSA an exemption for 5 years for single to small companies, to allow enough time for them to purchase equipment and provide training on such devices. This would be a great victory for those whom would revert back to paper logs.
Personally, I have been using these types of devices for the past few years. I do find that the hours of service does not work with the ELD. Further, they seem to always make you have to stop what you are doing before you can complete your days work. This extends or pushes out deliveries on automobiles, which causes loss of income for most smaller auto hot shot transporters.
